There is no question that moving the files on the hard drive is intentional cheating of gamerscore. The entire goal is to unlock the achievements without playing the game. Which by default would fall under the cheater policy, however this form of cheating was not explicitly named in the cheater policy. This method does not pop all achievements in the game. Anything in single player that isn't level/campaign completion would still need to be unlocked normally. We don't normally punish for bad code in a game.
